Paper 44 in the "Geometry of the Critical Line" programme. Paper 42 established the numerical stabilisation of the transport ratio R(λ,m) = M₂₁/M₁₁ → ρ(m) for the open chiral SCT connection matrix. This paper numerically reframes that law as a stronger structural statement within the present extraction scheme: the two connection-matrix entries M₁₁ and M₂₁ share a common high-energy carrier, with the residual Q := M₂₁ − ρ(m)·M₁₁ satisfying |Q|/|M₁₁| → 0 as λ → +∞ along the real axis. An independent Wronskian-projection computation confirms Paper 42's fitted ρ(m) values to within 0.2% for m ≥ 4. No arithmetic interpretation is claimed, and no cutoff-independence of the fitted ratio is asserted. Part of a 46-paper open-access programme. The programme does not claim to prove the Riemann Hypothesis.
