We propose that the primordial quantum vacuum, modelled as Wheeler foam within LoopQuantum Gravity, imprints a multifractal geometry on the landscape of fundamentalconstants. Habitable configurations occupy regions of negative Hausdorff dimensionf (α) < 0, preferentially accessible via quantum amplitude concentration driven byholographic turbulence with Kolmogorov k^-5/3 spectrum at Planck scales. We test this against five observational datasets. CMB multifractality: Δαₒbs =0. 15±0. 06 vs 0. 02±0. 01 Gaussian (2. 0σ). BAO (eBOSS DR16 + DESI DR2): correctingfour computational errors in v1, the hypothesis predicts zero BAO signal; all 12data points are consistent with ΛCDM (χ²=25. 17/12). HMF multifractality (UCHUU/Tinker+08): fₘin < 0 exclusively at z < 0. 5 (fₘin = −0. 550). Fine-structure constant: foam prediction δα/α ~ 4×10⁻⁷ is consistent withESPRESSO null result; Bayes factor BF (H1/H2) = 1. 97×10⁸ provides decisive evidencethat the Webb+2011 signal is a ThAr calibration artefact (Kass (C6) Kaggle-ready Python MFDFA pipeline for direct UCHUU ROCKSTAR analysis; (C7) Python GPS+framework (Fernández-García et al. 2026, A&A 707: L4).
