Based on the core axioms of the Space Quantum Topological Emergence Theory (SQTE), this paper integrates four major observation systems including ultra-high-energy cosmic rays, high-precision cosmology, galaxy rotation curves, and high signal-to-noise ratio binary black hole gravitational waves, to realize a unified explanation of physical laws from the micro high-energy scale to the cosmological scale. The research adopts two sets of non-fitting basic parameters directly calibrated by observations throughout, without introducing any ad hoc hypotheses such as dark matter, dark energy, or extra fields. A complete logical closed loop of "parameter calibration - theoretical derivation - observational verification - cross-scale confirmation" is constructed, which accurately explains the core problems of modern physics including the cosmological constant catastrophe, Hubble tension, and the anomaly of galaxy rotation curves. This fully verifies the scientificity and rationality of SQTE as a first-principle, computable, and falsifiable cross-scale unified physical framework. This paper only presents the theoretical framework and observational verification results; the detailed derivation of topological dynamic equations and parameter calculation processes are omitted due to space constraints.
