This document establishes the mathematical foundations and dimensional analysis standards for Energy-Efficiency Theory (EET). It defines the fundamental as sumptions, notation, dimensional conventions, and mathematical structures that underpin all EET models and derivations. Topics include: basic set theory and graph assumptions, dimensional analysis of all core variables, scale transformations, convergence hypotheses for continuum limits, and the status of mathematical conjectures. This version integrates enhanced appendices with unified symbol tables, cross-layer bridge examples, numerical verification templates, and open problem handling strategies. It is fully aligned with EET Core Rules v4.1 and EET Mid Level Dynamics Framework v4.1. This document is intended as a reference for authors and a basis for rigorous derivations.
