Abstract: Public health emergencies pose extremely severe challenges to the emergency material support system. Traditional material support mechanisms often reveal issues such as slow response, uneven resource allocation, and low coordination efficiency when dealing with large-scale and high-intensity epidemic impacts. This paper aims to explore innovative paths for emergency material support management mechanisms. Firstly, it analyzes the spatiotemporal distribution patterns of material demand in public health emergencies and the operational bottlenecks of the existing support system. Subsequently, systematic innovative designs are proposed from two core aspects: the procurement and supply mechanism and the reserve allocation and transportation system. The innovation in the procurement and supply mechanism focuses on dynamic procurement strategies, supplier collaborative management, blockchain technology application, and diversified financing and cost control paths. The optimization of the reserve allocation and transportation system focuses on the spatial layout of intelligent reserve network, dynamic rotation of material classification, intelligent transportation solutions, and the development of real-time allocation decision support systems.
