Knowledge Governance Theory v1. 6 advances a deliberately bounded structural claim: public knowledge claims require explicit governance structure if challenge, incompleteness, revision, supersession, and non-final closure are to remain structurally legible without collapsing into false settlement, silent rewrite, memory-dependent dispute, or recursive paralysis. The theory does not claim authority over domain truth, replacement of domain equations, or a universal dynamics of knowledge. Its claim is narrower: it specifies the governance structure by which publicly circulating claims may be handled under declared conditions, with bounded authority, admission discipline, ledger traceability, and anti-recursive safeguards. This release preserves narrow scope, strict non-circularity, and no-overclaim discipline. The governance line remains distinct from, but complementary to, OPF Core v1. 6.
