The article is devoted to the development of fire safety legislation at various stages of the evolution of the Russian state legal system. It is concluded that modern fire protection legislation is a synthesis of historical experience and a response to modern challenges and threats. It is based on the centuries-old history of fire safety standards, expressed in effective standards of various historical stages, systematized fire legislation of the imperial period, and regulations of the Soviet era, revised within the framework of the modern doctrine of technical regulation and risk management. The analysis of the continuity of norms in the field of fire safety makes it possible not only to assess the depth and complexity of the legal system of a modern state, but also to predict its further development.
