After the liberation of Northeast China, in order to restore and develop agricultural production, the Ministry of Agriculture of Northeast China fully resumed agricultural research work. This work focused on crops and achieved many results. In the process of agricultural technology research and promotion, the Northeast agricultural department proposed that technology should be combined with the masses, and improving technology should follow the mass line. Agricultural research institutions also should absorb the experience of the masses for scientific analysis and improvement. Thereafter, both cases of high yields among the masses and the “Zhaoyuan (肇源) experience” reflected that, under the existing technological conditions, it was possible to achieve a significant increase in production in the short term by helping farmers improve their cultivation techniques. During the same period, the widespread dissemination of the Soviet Union's “Michurinism” provided theoretical support for this, prompting the agricultural research work center in Northeast China to shift from crop breeding technology to cultivation techniques.
