Phase V transitions the Z-Zero Protocol from a phenomenological framework into a rigorous Effective Field Theory (EFT) of interacting dark energy. We define the macroscopic entropy current as a hydrodynamic effective degree of freedom and couple it to a dynamical vacuum scalar field. By introducing the explicit kinetic, potential, and coupling terms within the effective action, we derive the modified Klein-Gordon equations and establish the perturbative and stability criteria (ghost-free, gradient, and tachyonic stability) required for a complete cosmological model. Furthermore, we formalize the delayed vacuum response to the cosmic star formation history (Madau Plot) via a causal convolution kernel. Biological and neural networks are relegated to illustrative appendices as localized extremes of non-equilibrium dissipation. This manuscript provides the complete parameter space required for Boltzmann solvers (CLASS/CAMB), establishing the Z-Zero Protocol as a predictive and testable model of the universe.
