The origin and hierarchy of fundamental particle masses remain unexplained within the Standard Model: the Higgs mechanism provides an effective mass-generation channel, but it does not predict the observed mass values, their family structure, or the steep hierarchy spanning many orders of magnitude. This paper presents a hardened and Zenodo-ready version of the Fractal Consistency Law (FCL) mass programme, in which mass is interpreted as the observable imprint of structural inconsistency on a fractal texture of spacetime. Building on the validated v2.6.1 pipeline, we retain a traceable PDG 2024 master dataset, directional log-space treatment of asymmetric errors, family-wise floors selected under information criteria, a QCD-aware quark treatment, and a dedicated Bayesian regularization module for the up-type family. The resulting baseline fit achieves relative mean errors of 1.8% for leptons, 2.5% for quarks, and 1.1% for bosons, with 1.9% overall, while recovering a single shared negative curvature for all fermionic families and a bosonic ladder consistent with electroweak anchoring. This manuscript strengthens the epistemic status of the result: it does not claim completed substrate-to-QFT closure, but it does establish the strongest current quantitative foothold of the FCL matter programme. We provide a disciplined hierarchy of claims, a compact but explicit equation set, robustness and stress-point analysis, hostile-objection handling, a derived corollary for generational closure, and a roadmap linking the mass-spectrum result to the theorem-bearing hardening programme of the wider FCL architecture. The paper is written in journal-style English, with clear equations, numbered tables, a reproducibility-oriented methods section, and a Zenodo deposition appendix.
