The current standard cosmology takes spacetime as the background stage and matter and fields as the main body of evolution, but it fails to answer fundamental questions such as where spacetime itself comes from, whether vacuum has an intrinsic structure, and why the universe exhibits a three-dimensional observational limit. Based on the established D₈ octahedral symmetry of four-dimensional spacetime, the multifractal structure of vacuum, the sin(π/8)-sin(3π/8) UV-IR duality, and the three-dimensional submanifold constraint in Memory Force Theory, this paper proposes a set of axiomatizable and falsifiable core cosmological propositions: vacuum is not emptiness, but a dynamic substrate with intrinsic geometry, symmetry, scaling and memory effects; the universe does not exist within a geometric structure, but is itself the excitation, deformation, symmetry breaking and temporal evolution of vacuum geometry. This paper demonstrates that the origin, expansion, matter generation, interactions, gravity, dimensional constraint and observational boundary of the universe can be uniformly understood as the dynamic evolution of the D₈ symmetry of vacuum geometry; all particles, fields, energy and interactions are local fluctuations, folds, topological defects and excitation modes of vacuum geometry; the "three-dimensional confinement" of three-dimensional observers is not an external constraint, but a three-dimensional stable submanifold naturally formed by vacuum geometry at the infrared scale. This framework does not introduce extra dimensions or modify the classical limit of general relativity, is self-consistent with the vacuum structure of lattice QCD, and gives quantitative predictions testable in lattice QCD simulations.
