The Harmonic Framework of Reality posits a universal frequency lattice – the Tau lattice – anchored at 27 Hz. All particles are standing waves (chords) built from integer multiples of this anchor. In this paper we demonstrate that the weak interaction mixing angles (CKM for quarks, PMNS for neutrinos) and CP violation are not free parameters but are derived from a single universal phase offset: the echo index Pθ−1, corresponding to a phase shift of −1° ( = −π/180 rad). This phase appears in every off diagonal coupling between harmonic threads. Using the dimensionless harmonic chords of quarks and leptons (products of small integers that represent the frequency ratios of the particles), we construct the mass matrices in the flavor basis. Diagonalization yields the CKM and PMNS matrices with mixing angles that match experimental measurements when the 19:13:4 harmonic ratio is incorporated as an overall coupling strength. The CP violating phase is directly proportional to sin φ₀, giving the Jarlskog invariant J ≈ 3×10⁻⁵. The vacuum energy is computed as a finite sum over harmonic modes with matter–antimatter cancellation, solving the cosmological constant problem. We also reference the temporal mass equation Tm = k·2q·m·vⁿ⁻¹·a to explain inertial collapse at black hole event horizons, where n = 0. The theory contains no free parameters beyond the measured anchors (27 Hz, 13.04 Hz, the 230th subharmonic, and the 19:13:4 ratio). All particle masses, mixing angles, and CP violation are derived from the harmonic ladder.
