The phenomenological ansatz is replaced by a first-principles derivation. ISC 1.0 proposes that late-time cosmological parameters H0 and S8 emerge from holographic decoherence in de Sitter space dS5. The fine-structure constant α fixes a discrete channel count N=45 via α⁻¹ = 3N+2. The 12 broken channels are now derived from Cl(4,1), giving gauge loss 12α. With bulk-phase ηΛ = 1.0083, the model predicts H0 = 70.6 km/s/Mpc and S8 = 0.759, matching R21 and KiDS-1000 without ΛCDM parameters. Predicts 45 log-periodic suppressions in P(k) with Δln k = 0.084, falsifiable by Euclid DR2 in 2027. Zero free parameters. Related to Discussion Paper: 10.5281/zenodo.20129587
