The law states that all stable structure arises only when three operators coexist: substrate stability (S), vortex topology (V), and energy flux (E). A structure exists if and only if all three remain non-zero, as defined by the fundamental operator equation: Structure = S V E. The paper redefines mass and energy as derived operators of circulating flow under constraint, effectively replacing traditional physical primitives with operational quantities. Motion is governed by the negative resistance gradient (F = - R), providing a unified field operator for gravitational drift, electromagnetic behavior, inertial continuation, and fluid flow.
