This article substantiates the importance of innovative approaches for the agricultural sector as a necessity for sustainable development, in terms of creating an innovation platform. A comparative analysis of labor productivity in the Russian agro-industrial complex is presented, highlighting changes in the levels of the basic national indicators studied. Systemic barriers to innovation implementation are highlighted, including insufficient digital competencies among personnel, a shortage of qualified personnel, and insufficient government funding for investment projects. Among other barriers, low motivation for recruiting young professionals, along with the quality of housing and transportation issues in the regions, are also considered. The study proposes a set of measures to create a holistic innovation environment, including support for the entire chain from research centers to end-users.
