Title: Spacetime Substantivalism 30: Constitutive Audit of the Higgs Mechanism via Gravitational Wave Observations and the Monistic Spacetime Materials Science Restructuring of Mass Origin Abstract: This work strictly continues the preceding papers in the series, using the natural observational data of the 2017 gravitational wave (GW170817) and gamma-ray burst traveling 1.3 billion light-years with zero time difference and isotropic speed alignment as the macroscopic audit benchmark, conducting a constitutive audit of the Higgs field and ~ 125 GeV energy peak mechanism in the current standard model of physics. This work demonstrates that any dualistic mechanism that separates material mass from the spacetime background inevitably possesses an unbridgeable gap at the most fundamental level, which necessarily exposes its mechanistic defects when confronted with the ontological test of gravitational waves as the spacetime entity itself. By incorporating Maxwell's first-order electromagnetic constitutive law (c2≡1/ϵ0μ0) into the classical mass-energy equation, the legitimacy of static mass as a fundamental physical quantity is re-examined, reduced to the material rigid damping produced when free photons undergo topological folding and local spin curvature due to local energy power occupation of electromagnetic constant resources. Within this framework, the 125 GeV energy peak that remains invariant regardless of which particles are used in collider experiments corresponds in physical essence to the physical structural energy locked in the minimal lattice plane of first-order substantial spacetime, composed of two photons. The original 2013 phenomenological interpretation exhibits deviation in physical qualitative characterization and mechanistic explanation; this work, while affirming the accuracy of the measurements and calculations, restores it to its proper physical position. This study restores Lorentz's substantial spacetime view and Maxwell's first-site sovereignty, affirms and restores the efforts and intuitions of Tesla and contemporary substantivalist scholars, and introduces physics into the framework of Monistic Spacetime Materials Science (MSMS).
