Following the work redefining gravitation as an impedance matching of the spatial Fabric, this article integrates electromagnetism into Global Kinematics. We demonstrate that the permittivity (epsilon) and permeability (mu) of the vacuum are not fundamental constants, but geometric state variables whose evolution is strictly inverse to the secular acceleration of light (c). By separating physical quantities into dynamic variables and absolute invariants, we prove that the elementary electric charge (e) constitutes an absolute topological invariant of space. This distinction resolves the enigma of the Fine-Structure Constant (alpha) and allows for the precise quantification of the original phase of the Universe (thetaₘin) without resorting to infinite singularities, thereby redefining the quantum limits of space and time. Dans la continuité des travaux redéfinissant la gravitation comme une adaptation d'impédance de la Trame spatiale, cet article intègre l'électromagnétisme au sein de la Cinématique globale. Nous démontrons que la permittivité (epsilon) et la perméabilité (mu) du vide ne sont pas des constantes fondamentales, mais des variables d'état géométriques dont l'évolution est strictement inverse à l'accélération séculaire de la lumière (c). En scindant les grandeurs physiques en variables dynamiques et invariants absolus, nous prouvons que la charge électrique élémentaire (e) constitue un invariant topologique absolu de l'espace.
