Abstract

This updated version presents NEES Core Engine as a governed AI runtime for production AI systems. It expands the original NEES concept into a practical governance layer designed to sit between applications and model providers, supporting traceability, intent-aware behavior, workflow reliability, memory-aware interaction, escalation boundaries, and governed AI responses. The document reframes NEES from an early Emotional AI governance concept into a production-oriented AI infrastructure layer for modern AI applications, agents, assistants, and workflow-based systems. It highlights the need for governance beyond prompt engineering and model safety, especially as AI systems begin to use memory, tools, context, and operational workflows. This version is also shared as an open collaboration appeal to AI builders, developers, researchers, companies, and product teams interested in production AI governance, agent reliability, workflow governance, and responsible AI infrastructure.
