This paper introduces a revolutionary biophysical framework that maps macrocosmic structural dynamics onto microscopic neural networks. By scaling the Universal Rule of Seven (K7 Theory, D = n x k), we demonstrate that cosmic distribution patterns share a precise structural fractal geometry with the human brain's Cosmic Web topology, specifically regulating Dendritic Spines and Synaptic Connectivity. Furthermore, we integrate the Triple-Body Theory of Light and the Nabhi (Navel) Absolute Gateway Theory to model how vital bio-information streams (Sota-Putra or Solar Sutras) act as a non-local broadcast mechanism that directly drives structural Neuroplasticity.
