This study provides a comprehensive assessment of the level and dynamics of innovative activity within the industrial complex of Samara Region amid digital transformation and geo-economic challenges 2021-2025. It analyzes key indicators of innovation in regional industrial organizations, examines the structure and trends of technological innovation expenditures, investigates sectoral specifics of innovation development, and identifies factors limiting enterprise innovation during 2021-2023. Using official statistics and regional analytical sources, the study constructs forecasted indicators of innovative activity and innovation expenditures for 2024-2026, allowing evaluation of prospects for high-tech sector development. The findings inform practical recommendations for improving regional industrial policy, including human capital development, R&D promotion, digitalization of production systems, and cluster-based cooperation between science and industry, aiming to strengthen the resilience and competitiveness of Samara Region’s industrial complex.
