In tension-based systems, structural value (V) describes the internal balance of interacting forces, while perceived value (Vp) captures how this structure is interpreted under partial visibility or bias. However, neither structural nor perceived value fully explains whether a system is accepted within a given context. This article introduces legitimacy (L) as a contextual validation function within the ZTH (Zone of Tension Harmonic) framework. Legitimacy is defined as a function of structural value, perceived value, and contextual frame, and is modeled as a distinct analytical layer rather than a property of the system itself. A typology of legitimacy regimes is proposed, showing how misalignment between structure, perception, and context leads to phenomena such as innovation rejection, institutional illusion, and structural invisibility. This contribution extends the ZTH framework by integrating acceptance and contextual validation into a unified model of complex systems.
