Civilizational Change Reception Design: A Framework for the Theory of the "Effective Survival of the Silent Vibrational Cry in War"

Abstract: War is not merely a battlefield for the confrontation of military powers, states, and geopolitical alliances; rather, it is an arena where vast amounts of human suffering, silent voices, unrecorded pains, and overlooked lived experiences accumulate. Despite the extensive development of the literature on peace and international security, a theoretical gap persists between the “actual intensity of human suffering” and its “level of impact on political and civilizational order.” Relying on the master design of “Civilizational Change Reception” and focusing on the “Theory of Effective Survival of the Silent Vibrational Cry in War,” the present article attempts to explain this gap and provide a conceptual framework for understanding the mechanism of transferring silent suffering into normative and institutional impact. The central idea of this research is that suffering, even when boycotted at official levels, does not disappear; instead, it precipitates in the collective memory as a kind of “ontological and ethical vibration.” Through a three-layered mechanism (human signal, epistemological translation, institutional transformation), it can lead to a transformation in the legitimacy of war and the evolution of international institutions. Adopting an analytical-theoretical approach, this article critiques the triple paradigms of war analysis (ideological, geopolitical, and structural) and introduces the fourth level (ethical-civilizational) as the missing link in war studies. Furthermore, the semiotics of civilizational collapse are examined in the form of seven warning bells (including the death of human free will and the paradigmatic gap in the age of artificial intelligence). Finally, by linking the “Theory of the Silent Cry” with two macro-theories, namely the “Sovereignty of Reason” and the “Co-evolution of Science and Technology,” a novel architecture for the transition to the “Intelligent Peace” paradigm is presented. It is worth noting that the idea for this research matured under circumstances where Tehran and several other Iranian cities were exposed to severe war pressures and insecurity; an atmosphere in which ordinary citizens, referred to as “the silent” in this article, bore the main burden of this crisis. It is concluded that the “silent vibrational cry” is not a reductionist metaphor, but rather a fundamental normative-civilizational variable that will redefine the future of war, political ethics, and the evolution of global institutions.
