In May 2024, the European Union expanded its ability to regulate emerging technologies by passing the Artificial Intelligence Act. After facing criticism regarding the complexity of their digital regulations, in November 2025 the European Commission released the Digital Omnibus simplification proposal. To examine the state of AI compliance within the EU, this thesis presents a case study of one insurance company’s experience with implementing the AI Act. Through semi-structured interviews with company stakeholders, I give an overview of the prevailing challenges with implementing EU AI regulations and the likely impacts of the Digital Omnibus. These findings are complimented by an analysis of letters submitted by insurers to a European Commission consultation. The findings suggest that these proposals may not be far reaching enough to address regulatory complexity. The case study highlights that the Brussels Effect may already be shaping organizational AI governance prior to the rollout of the AIA
