This document lays out the groundwork for the Cloud Assessment Framework that ECHOES is developing to support the continuous assessment of the European Collaborative Cloud for Cultural Heritage (ECCCH). As the first deliverable on evaluation, it represents an initial step in an iterative and collaborative effort that will be expanded and refined as the project progresses. Later deliverables, together with the associated wiki, will further specify indicators, data sources, roles, procedures, and supporting tools. The document defines the purpose, scope, and overall approach of evaluation as a continuous activity that supports both quality assurance and evaluation-informed governance as the ECCCH evolves into a sustainable, long-term ecosystem. It identifies the ECCCH resources to be assessed and organizes them into resource categories, including data and knowledge graph resources, semantic resources, software, infrastructure and services, community-oriented services, and AI-enabled resources. For each category, it outlines a set of evaluation dimensions aligned with the nature of the resource, combining technical, user-oriented, and sustainability perspectives. To support future implementation, the deliverable also presents examples of assessment instruments, such as standards, checklists, questionnaires, and software-based tools, and introduces a preliminary set of candidate indicators.
