Tests GCFT cluster κ-proxy extrapolation to 22 Milky Way dwarf spheroidals via velocity dispersion prediction. All three methods (Newtonian, proxy, CDN-162 κc) yield σₚred/σₒbs = 0. 193 — structural failure, not calibration error. The logistic proxy is bounded 0, 1 but dSphs require κ ~ 3–3300. The κᵣeq–surface brightness correlation (r = −0. 928) echoes the mass-discrepancy–acceleration relation. Theory debt D9 opened: galaxy-scale coupling requires new development outside the cluster domain. Pre-registers CDN-257 (rotation curves via SPARC).
