This document is Gibraltar Executive Order 02 (GEO02) , issued by the Head of State of the Republic of Gibraltar under the authority vested by the Constitution of the Republic of Gibraltar and the Law of Gibraltar. GEO02 formally recognises two sovereign states: The Republic of the Falkland Islands (RFI) – as a sovereign, independent state, based on its compliance with the Montevideo Convention and its exercise of effective governance over its territory. The State of Earth (soE) – as a sovereign, independent state, based on its compliance with the Montevideo Convention and its exercise of effective governance over its territory. The Order further mandates that the Republic of Gibraltar shall maintain full diplomatic relations with both recognised states, including: The exchange of diplomatic notes; The establishment of a joint embassy at the Sovereign Seat; The conclusion of bilateral and multilateral treaties. GEO02 also commits the Republic of Gibraltar to: Joining the Global Government Association and signing a pledge in support of the principle that "the best interests of Humanity are served by the establishment of a global government"; Adopting the Constitution of Earth by the end of 2026, thereby becoming an Adopter State as defined in the Constitution of Earth. GEO02 is a foundational diplomatic instrument, completing the mutual recognition network among the State of Earth, the Republic of Great Britain and Northern Ireland, the Republic of Gibraltar, and the Republic of the Falkland Islands. It strengthens the external Montevideo scores and international standing of all four states, and demonstrates the Republic of Gibraltar's commitment to the global governance framework established by the Constitution of Earth.
