This study reviews 57 articles to analyse how skill development contributes to sustainable livelihood empowerment in rural India. While interest in promoting rural livelihoods has grown, the persistent lack of integrated approaches indicates gaps in addressing the interconnected challenges of rural development. Across India, livelihood activities vary by state and are shaped by geographical conditions, socio-cultural contexts, and locally available skill systems. Agriculture, traditional crafts, and non-timber forest product collection, often implemented through collaborative structures such as Self-Help Groups and community-based institutions, are the primary focus of documented livelihood initiatives. However, the reviewed literature shows relatively limited attention to emerging or specialized skill domains. For example, only 3.5% of the reviewed studies refer to information technology-related skills within rural livelihood initiatives. The synthesis highlights recurring institutional, capacity, and market constraints that limit the expansion and long-term sustainability of these interventions. Drawing on this synthesis, the findings suggest that livelihood strategies should extend beyond narrow sectoral approaches and promote integrated skill ecosystems that strengthen diverse livelihood assets. Based on these insights, this study proposes a conceptual five-pillar framework as a policy-oriented synthesis: demand-driven and place-based skill curricula, value-chain strengthening, digital inclusion and hybrid learning delivery, climate-resilient green skill pathways, and institutional convergence supported by gender-responsive safeguards. Collectively, this framework provides a structured basis for improving the coordination, scalability, and long-term effectiveness of rural livelihood development programs in India.
