Abstract Developmental biology has extensively described human development as the progressive acquisition of biological capability: increasing strength, sensorimotor precision, coordination, balance, endurance, and adaptive behavioral flexibility. This conceptual paper proposes a complementary systems-level hypothesis. It argues that development expands not only what the organism can do, but also the range of organizational solutions through which the organism can preserve functional continuity. As physiological capacity increases, the organism acquires access to organizational strategies that were previously unavailable, including both efficient adaptive solutions and costly compensatory solutions. The paper defines this process as the expansion of organizational possibility. Within this framework, infancy is interpreted as a period of narrow organizational possibility, in which limited physiological resources restrict the organism’s capacity for active stabilization and continuous compensatory management. Growth progressively relaxes these constraints, enlarging the field of possible organizations. Environmental conditions then participate in selecting which organizational strategies become stabilized over time. Predictable environments may allow costly compensatory organizations to persist because they remain sufficiently successful, whereas variable environments may expose inefficiencies and require continuous reorganization. The paper situates this hypothesis in relation to dynamic systems theory, ecological psychology, developmental plasticity, mechanobiology, and Human Restoration Theory. It concludes with testable predictions concerning developmental biomechanics, motor variability, co-contraction, environmental reliability, chronic stabilization, and the distinction between capacity and organization.
