This paper introduces Specs-Driven Development (SDD)-First Harness Orchestration, a deterministic architectural framework for enterprise AI-assisted software engineering. The proposed approach addresses the limitations of prompt-driven and autonomous multi-agent development, including context collapse, hallucinations, uncontrolled technical debt, race conditions, and excessive token consumption. The framework combines formal software specifications, isolated multi-agent orchestration, Zero-Trust validation through a 15-gate quality pipeline, Model Context Protocol (MCP) security boundaries, Human-in-the-Loop (HIL) governance, and long-term organizational memory using the Karpathy Method. By separating agent responsibilities into specialized roles and enforcing deterministic execution boundaries, the architecture aims to improve software quality, security, scalability, and cost efficiency. The paper argues that AI-assisted software engineering should evolve from unrestricted prompt-based coding toward specification-governed cognitive systems capable of producing reliable enterprise-grade software with measurable reductions in token usage and technical debt.
