Abstract: This paper constructs a brand-new arithmetic three-layer nested topological shell axiom system, breaking the limitations of pure algebraic, static, and uncoupled research paradigms in traditional number theory. It incorporates core mathematical problems including natural number primality distribution, twin prime laws, prime gap fluctuations, Riemann zeta function zeros, and the transcendence of pi into a unified three-layer nested topological framework: mod-30 underlying lattice, 64-dimensional topological manifold middle layer, and mod-210 outer envelope.
