The article examines the issue of personnel shortage in the manufacturing industry of Russia as one of the most important obstacles to the development of the real sector of the economy and the achievement of the goals of technological sovereignty of Russia. Based on the data of 2018–2024, an analysis of the dynamics of statistical indicators characterizing the need of the Russian economy and manufacturing industries for workers was carried out. The need to attract workers is growing every year, the rate of growth of demand exceeds the actual increase in workers in the manufacturing industry, which complicates the solution of the problem of staffing and reduces the potential for using the market opportunities that have opened up for enterprises. Particular attention is paid to changes in HR management of industrial enterprises in connection with the new conditions of the labor market: a comparative characteristic of HR management in different conditions of the labor market is given according to the list of main criteria, it is shown that the new conditions required new approaches to personnel management. The article examines in detail the changes in HR management at each stage of work with personnel, taking into account the use of new digital technologies. It is noted that the state is actively involved in solving the problem of personnel shortage, but given the current trends in macro indicators, the problem will not be solved at the industry level in the near future and enterprises will have to compete in attracting and retaining workers.
