Regional monitoring networks have been established in Rwanda to track agricultural practices and their adoption rates across different regions. A systematic literature review was conducted, including studies that used panel data techniques to analyse regional monitoring networks' effectiveness in Rwanda. The analysis revealed a significant variation (30-70%) in reported adoption rates across different regions using similar methodologies. Current methods often fail to account for local context variability, leading to inconsistent results. Future studies should incorporate more detailed contextual information and advanced statistical models to improve accuracy. The empirical specification follows Y=₀+^ X+, and inference is reported with uncertainty-aware statistical criteria.
