In Part I we introduced the conceptual framework of a fundamental quantum field evolving along a fundamental time parameter τ (tau) from which spacetime emerges. In this second paper we develop the quantitative structure of the ERQ framework. We formulate the central postulates of the theory, derive the emergence discrepancy from a minimal action formulation, and show how the difference between fundamental time and emergent spacetime time t generates an effective vacuum energy density. We further demonstrate that the internal algebra of the fundamental field naturally produces fermionic spin through an SU(2) symmetry structure. Finally, we introduce a density contrast coupling which predicts a potentially measurable variation of the Hubble expansion rate in cosmic voids
