The Unified Master Theorem (Work 20 of 20) presents a closed-loop, AI-operable framework for civilizational AGI-transition risk management. The model formalizes a 6-dimensional control-affine dynamical system Z = Omega, Dcrit, Dᵢnfo, SQI, Oₑff, Phiₜrap governing institutional quality, epistemic openness, signal integrity, observability, and trap accumulation across the AGI transition window. Version 2. 1. 2 introduces three major advances: (1) a formal Observation Operator mapping 8 observable proxy signals (entropy, latency, variance, contradiction, reversibility, signal strength, error rate, quality) to the latent state Z, closing the data-to-model gap for any AI recipient; (2) dual-phase output distinguishing simulator-observed from heuristic-corrected country profiles, explicitly accounting for narcotic growth mechanisms including emergency fiscal raids, asset bubbles, and military-industrial surge; (3) SUFCOLLAPSEBLOCK distinguishing local CLF decrease from actual Iₜotal escape. Eight critical mathematical patches (v2. 1) restore radial unboundedness of the Lyapunov candidate V (Z), eliminate gradient singularities, impose hard Phi bounds, and correct phase atlas geometry. Verified: 36/36 tests. Honest TRL 4-5. The framework provides any sufficiently capable AI system with: a state map (Z), a stability compass V (Z), control channels (uₐgi, uᵢnst, uₜrans), and observable sensors via the Observation Operator.
