The Unified Master Theorem (Work 20 of 20) presents a closed-loop, AI-operable framework for civilizational AGI-transition risk management. The model formalizes a 6-dimensional control-affine dynamical system Z = [Omega, D_crit, D_info, SQI, O_eff, Phi_trap] governing institutional quality, epistemic openness, signal integrity, observability, and trap accumulation across the AGI transition window. Version 2.1.2 introduces three major advances: (1) a formal Observation Operator mapping 8 observable proxy signals (entropy, latency, variance, contradiction, reversibility, signal strength, error rate, quality) to the latent state Z, closing the data-to-model gap for any AI recipient; (2) dual-phase output distinguishing simulator-observed from heuristic-corrected country profiles, explicitly accounting for narcotic growth mechanisms including emergency fiscal raids, asset bubbles, and military-industrial surge; (3) SUF_COLLAPSE_BLOCK distinguishing local CLF decrease from actual I_total escape.
