Abstract

This technical note is Part I-1 of the AIKernel / AIOS Phase-1 specification series. It defines the ROM Format and Knowledge Snapshot Model as an invariant knowledge substrate for deterministic AI governance. The paper introduces Relation-Oriented Markdown (ROM) as a governed knowledge unit that moves AI systems beyond the prompt-as-string paradigm. It formalizes canonicalization as an entropy rejection layer, defines ROM-level semantic identity, and describes bounded knowledge topology for deterministic context reconstruction. The English manuscript is the canonical version. The Japanese manuscript is included as a companion translation.
