Abstract

This document is an archaeological survey and testing report. The United States Air Force (USAF) proposes to upgrade an electrical power system located on North and South VAFB. In accordance with the National Historic Preservation Act of 1966 (NHPA) and Air Force Regulation 126-7, an inventory of the cultural resources within the Area of Potential Effect (APE) and within one quarter mile of the APE was conducted. Archival research revealed that twenty archaeological sites are within one quarter mile of the APE. One of these sites, CA-SBA-1066, is adjacent to the APE and one site, CA-SBA-2446, is within the APE. Archival research also revealed that six miles of the APE had been intensively surveyed for previous undertakings and that no cultural resources were present within the APE of the Electrical Power Upgrade undertaking at these locations. An intensive archaeological survey was conducted at those locations of the APE not previously surveyed and archaeological testing was conducted within the APE near CA-SBA-1066. Based on these studies it was determined that there will be no effect to historic properties as a result of the undertaking. In addition, the Vandenberg Base Real Estate records were researched for information pertaining to Building (Bldg.) 676 and substations J,K,L. Based on the information obtained from this research and a field check of the building and substations, the USAF is of the opinion that these facilities are ineligible for inclusion in the National Register of Historic Places (NRHP).
