The purpose of the article is a theoretical and methodological substantiation of the relationship between the level of human resources and the sustainability of the functioning of enterprises of the military-industrial complex (MIC) in modern conditions. The paper reveals the difficulties of constructing an analytical relationship between personnel characteristics and integral indicators of operational stability, taking into account production, financial, technological and managerial parameters. The content of the concepts of “sustainability” and “human potential” is clarified, their classification according to a multilevel structure is proposed, and the most significant components are identified: quantitative, qualitative, and motivational. The necessity of forming integral indicators of personnel stability for subsequent use in diagnostics and strategic management of the defense industry is substantiated.
