This paper examines the COVID-19 pandemic as a co-evolutionary process between SARS-CoV-2 and the population-level public health response. Focusing on three viral traits most relevant to population control—transmissibility, intrinsic severity, and vaccine effectiveness against infection—it synthesizes representative estimates from the literature to identify directional changes and phase shifts across major variant eras. Prior to widespread immunity, increases in viral transmissibility occurred alongside stable or rising intrinsic severity, coinciding with aggressive non-pharmaceutical interventions. Following vaccination and the accumulation of population immunity, viral evolution shifted toward immune escape with declining intrinsic severity. Public health response, however, remained disproportionately coupled to visible severity rather than transmission potential, producing a growing divergence between viral evolution and coordinated institutional adaptation. The Omicron era is notable for unprecedented transmission and cumulative burden without proportional activation of public health response. These patterns are interpreted within a social immune system framework. The failure of coordinated response during the Omicron era is conceptualized as Acquired Social Immune Deficiency Syndrome (ASIDS), a failure state in which epistemic fragmentation and institutional decoupling impair social immune activation despite ongoing biological threat.
