Efforts to formally recognize the Emergency Nurse Practitioner (ENP) have spanned more than four decades, evolving alongside the broader trajectory of advanced practice nursing (Davis, 2024). The evolution of the ENP role began in the 1970s, when early programs such as Allegheny Hospital (1972) and the University of Virginia (1976) piloted formal ENP training. Through the 1980s and 1990s, ENP education shifted toward master’s-level preparation, and in 1994 the University of Texas–Houston launched the first ENP master’s program (Wilbeck, Tucker, Davis, 2024). Recognizing the need for role clarity, the Emergency Nurses Association published the first ENP competencies in 2008, which became the foundation for practice at that time. As the role expanded, a group of academic leaders established the American Academy of Emergency Nurse Practitioners (AAENP) in 2014 to provide a dedicated voice for ENPs (Ramirez & Davis, 2024). Following its founding, AAENP spearheaded a series of landmark developments. In 2016, AAENP published the ENP Scope and Standards of Practice to form ally define the role. A national ENP practice analysis in 2016 provided the psychometric foundation for board certification, and in 2017 the American Academy of Nurse Practitioners Certification Board launched the first national ENP certification exam (Tyler et al., 2018). Building on this momentum, AAENP and academic leaders updated the ENP Core Competencies in 2021, published the first ENP Core Curriculum in 2021 (Holleran & Campo), and released the ENP Scope and Standards of Practice book in 2023 (Davis & Evans, 2024). Collectively, these milestones and documents solidified the scientific and professional foundation for ENP practice, defining the role in the context of nationally recognized competencies, curriculum, certification, and professional standards. Further, the impact of work products, organizational collaborations, and evolution of this unique role underscore the readiness of ENP practice for recognition as a population. The AAENP Position Statement on Re-envisioning the Emergency Nurse Practitioner Role was first published in November 2020 (AAENP, 2020) and updated and reaffirmed in March 2023 (AAENP, 2023). This updated position statement was endorsed and copublished by the American Academy of Nurse Practitioners Certification Board (AANPCB) and the National Association of Clinical Nurse Specialists (NACNS), reflecting broad national support for recognition of the ENP as an advanced practice registered nurse (APRN) population. The document emphasizes that the ENP population represents a uniquely differentiated set of competencies, educational standards, and scope of practice not encompassed within existing APRN population foci, thereby warranting formal recognition within the APRN Consensus Model. This manuscript provides broad dissemination of the formal proposal (Table 2) submitted by AAENP to the LACE Network Steering Committee (Steering Committee) for consideration of the ENP as a new APRN population. The responses are delivered in the form of an annotated bibliography, which serves to organize and synthesize the rationale, empirical evidence, and regulatory imperatives that collectively support the formal recognition of the ENP role as a distinct population within the Consensus Model for APRN Regulation framework (APRN Joint Dialogue Group, 2008). CONSENSUS MODEL IMPLICATIONS The process for adding a new APRN population to the LACE framework has evolved significantly since the initial adoption of the Consensus Model for APRN Regulation (2008). At that time, no formal mechanism existed to guide how emerging populations would be evaluated or recognized. However, the 2019 LACE Network Review and Recommendations for Revision (APRN LACE Network, 2019) established the first structured, transparent process for submitting, reviewing, and resolving new or evolving issues related to APRN Regulation. This document created a nonhierarchical governance model, introduced a formal Steering Committee, and outlined defined procedures for agenda submission, evidence review, and decision-making across the four pillars—licensure, accreditation, certification, and education. These enhancements provided an operational framework for the vetting of new populations through a coordinated, multiorganizational process that emphasizes collaboration, accountability, and transparency. In the absence of a predefined application, the Steering Committee requested responses to 12 questions (Table 1) designed to elicit evidence of need, practice differentiation from existing APRN populations, educational infrastructure, and alignment with Consensus Model criteria. As one of the first known attempts to operationalize the Consensus Model’s process for emerging populations, AAENP’s submission of this information represents a historical and pivotal moment for ENP recognition. Additionally, this proposal serves as an exemplar that will likely shape how future populations evolve and engage with the LACE Network, offering a replicable framework where none previously existed.
