This work proposes a structured conceptual framework for an industrial transition architecture designed to complement large-scale workforce restructuring events in advanced manufacturing sectors. The framework explores how a modest, dedicated transition fund could be used to support voluntary participation in new capability networks after restructuring. Rather than focusing solely on severance or exit processes, the model examines mechanisms through which accumulated industrial skills and technical expertise might be partially redirected into emerging value-creation pathways. The concept is intentionally designed as a governance-compatible analytical layer that can coexist with existing labor, social-plan, and institutional frameworks. Its purpose is to provide decision-makers with a structured approach to exploring pilotable transition infrastructures that may support distributed manufacturing, technical services, regional innovation clusters, and resilience-related technical systems.
