China has established a comprehensive and multi-tiered affordable housing system, with public rental housing (PRH) as its cornerstone. An analysis of the evolutionary trajectory of the PRH system reveals that its provision modality has transitioned from in-kind allocation in its nascent stage to monetary subsidies in the new era, aligning with historical trends and developmental imperatives. Moreover, this shift has been further reinforced by the expanding coverage of eligible beneficiaries and the growing diversification of housing needs.
