Kramers escape rate theory, expressed in Pe-native angular coordinates on the Bernoulli manifold, unifies barrier crossing across seven domains: chemical kinetics (Arrhenius = Kramers in native domain, K-CHEM-0 PASS R²=0.953), protein folding, cancer initiation (Knudson two-hit as Kramers K-reduction; K-CANCER-1 PASS ρ=0.913 on GSE104707 N=160), AI jailbreak, social tipping, epidemic threshold (R₀=Pe algebraic identity; K-EPI-1 PASS ΔAIC=33.6), and seismic fault rupture. The universal escape rate Γ = ν₀ · exp(-K|ΔPe|/α) governs all seven domains with domain-specific identifications of (K, ΔPe, ν₀, α). The spectral gap of the Fokker-Planck operator equals the Kramers rate (isospectral theorem §51), establishing barrier crossing as the slowest relaxation mode. Human compliance (Milgram 1974) provides the clean external test: K-COMPLIANCE-1 PASS R²=0.926. Four kill conditions passed, one needs redesign, six open. Zero fired.
