In recent years, Japan has facing increasingly serious problems in transportation infrastructure and urban operations due to a declining population driven by low birth rates and an aging society. As a solution, growing attention has been directed toward the concept of compact cities, where Personal Mobility Vehicles (PMVs) are gaining popularity as a means of transportation. Although services using PMVs such as electric kick scooters have begun to spread, many PMVs on the market are designed for leisure use and are equipped with rigid suspensions, making them unsuitable for everyday urban use. This study focuses on the development of a compact PMV optimized for city riding. We quantitatively evaluate its fundamental performance, including stability and maneuverability, to determine its practicality for daily urban transportation.
