The simultaneous destruction of a significant number of buildings and structures within one settlement is a characteristic feature of modern man-made emergencies and terrorist acts. In the conditions of multifactorial emergencies, management bodies are faced with the task of choosing an object of priori-ty response with limited emergency response forces. At present, decisions to send them to the emer-gency zone are often made on the basis of expert assessments, which can lead to an irrational distribu-tion of forces and resources. The article proposes a method for the formation of integral indicators of response priority, based on a system of factors characterizing the parameters of the object, the degree of destruction, damaging factors and other conditions. For each type of emergency response forces, specific subsets of factors are identified, reflecting their functional tasks in emergency response. Fac-tor weights are determined by hierarchy analysis and fixed as constant settings. The technique makes it possible to translate heterogeneous qualitative characteristics of an object into quantitative assessments and to form standardized priority indicators. An example of the application of integral indicators for a multifactorial emergency with the distribution of emergency response forces between three objects is given.
