Abstract This paper describes HyperChain Treasury, a propsed Treasury and Leder state managemet structure archituecuture that emphasizes (1) Rust-native execution (2) Bitcoin L1 Anchoring using Taproot Key-Tweaks and OPReturn commitments and (3) optional long term data availability via decnetralized stgorage Networks. The design goal is to reduce teh on-chain computation overhead while Preserveing verifiability through cryptographic commitments as defined Bitcoins Taproot/Schnorr standards and common data-commitment pattersn 124
