This paper presents a comprehensive technology governance framework designed and implemented at a major regulated Brazilian financial institution undergoing digital transformation. The framework addresses a structural gap common in traditional banking organisations: the absence of integrated governance covering all dimensions of digital product development — from new product inception and stakeholder alignment through architecture review, engineering standards, testing discipline, deployment governance, and operational metrics. We describe the seven governance domains of the framework (Product Discovery, Roles and Responsibilities, Architecture and Security, Engineering Standards, Testing and Quality, Deploy and Release, and Metrics and Observability), the RACI accountability matrix defining responsibilities across eight roles from Chief Digital Officer to Governance Board, the six-gate approval lifecycle from Concept Gate through Production Gate, and the multi-domain KPI dashboard covering sixteen measurable indicators across engineering, quality, delivery, and operational dimensions. The framework is supported by a structured meeting cadence from daily operational stand-ups to quarterly digital transformation reviews. We document the specific implementation challenges of introducing governance discipline into a financial institution where product development previously operated without systematic standards, and we identify six transferable design principles for practitioners building comparable governance frameworks in regulated financial environments.
