The Anthroware Framework: A Socio-Technical Architecture for Algorithmic Accountability and Digital Humanism in Public Administration

This working paper introduces the Anthroware Framework, a novel socio-technical architecture designed to ensure algorithmic accountability and human-centric governance in Public Administration. As the public sector increasingly adopts Artificial Intelligence and Large Language Models (LLMs), the risk of "algorithmic alienation" grows. This research proposes a shift from traditional software-centric models to "Anthroware," an integrated ecosystem where technology acts as a constitutional extension of the human official. Central to the framework is the Anthroware Aegis (Αιγίδα), a protective compliance layer that aligns AI-driven administrative acts with the EU AI Act and national jurisprudence. Furthermore, the paper defines the role of the Orchestrator Official, who utilizes Anthroware Aid (Αρωγή) (powered by Retrieval-Augmented Generation) to maintain institutional memory and ensure the legality of administrative procedures. This framework serves as a strategic roadmap for implementing Digital Humanism within the digital transformation of the State.
