The phenomenon of climate change is one of the environmental problems affecting the international system as a whole, and is the result of several factors attributed to nature and to other human factors. The duty to preserve the ecosystem lies with all members of the international community, regardless of which industrialized States have the greatest role to play in influencing the international ecosystem, particularly climate change. The latter has several implications that may affect the concept of human security in its various dimensions and thus damage human rights in peacetime and during armed conflicts. In view of this dangerous phenomenon, States States have endeavoured to convene many international conferences and have concluded many international conventions to call for the obligation of States to preserve the ecosystem and to contribute to reducing the phenomenon of climate change by activating the provisions of international responsibility for environmental damage in its various aspects.
