Many volunteers work in governmental institutions in the Kurdistan Region, committed to carrying out various specific duties as mandated by law or assigned by the relevant ministry. Their status parallels that of regular employees within these ministries. However, due to the unique nature of their relationship with these institutions, their legal status differs significantly from that of regular employees. Unlike employees, volunteers lack specific legal frameworks governing their rights, duties, and operational mechanisms within these institutions. This absence complicates the correction of errors committed by volunteers during their tasks, which may be professional in nature, as there are no established procedures akin to those for public employees. Consequently, disciplinary actions designed for regular employees are often impractical for volunteers, as they cannot achieve the intended effects due to the absence of enforceable consequences. It has become difficult to classify the errors committed by volunteers while performing these tasks as professional errors, due to the lack of all the elements specific to this type of error. It also makes punishing them with disciplinary sanctions specific to public employees useless, due to the impossibility of implementing these sanctions against volunteers, due to the impossibility of achieving the desired effects from imposing these sanctions.
